Community Block Development grant program – benefit low income persons, reverse slum and blight in the community
Historically, every program Ware has done has focused on low income persons, but the slum and blight designation came from a federal that’s based on a state law that defines “slum and blight” as “physical deterioration, abandonment, high turnover of occupancy, high vacancy rates, decreased property values, etc.”
Allows town of Ware to apply for federal funds without first collecting income information from everyone on the affected street.
